Benin & Burkina Faso Country Representative
Benin has joined the GGGI as the 51st Member in October 2025, following the signing of the Host Country Agreement with the Ministry of Foreign Affairs, marking an important milestone in the country’s commitment to green growth and international climate cooperation.
GGGI works in close collaboration with the Government to support the country’s transition toward sustainable and inclusive green growth. GGGI operates in alignment with national development and climate priorities, working alongside key government institutions to facilitate the effective design and implementation of climate and green growth initiatives.
GGGI’s engagement in Benin includes supporting the country’s access to climate finance and strengthening institutional capacities for sustainable development. GGGI has launched its inaugural project to support Benin in accessing climate finance through a partnership agreement with the Government of Luxembourg to establish a fully operational Climate Finance Unit (CFU), strengthen the capacity of key local institutions and build a pipeline of bankable.
Key other initiatives include the support for the development of Green Finance Framework and the Readiness Needs Assessments for the implementation of article 6 of the Paris Agreement.
GGGI works alongside the Government of Benin and key partners to advance resilient, inclusive, and low-carbon growth aligned with national climate and development priorities. Through strong partnerships with public institutions, the private sector, and communities, GGGI supports reforms and investments that deliver lasting climate and development impact.
GGGI’s engagement in Benin covers key country’s priorities sector, including climate-resilient agriculture and land restoration, the energy transition and universal access to electricity, resilient cities and infrastructure, and the integration of climate risks into public planning and financing. Social inclusion, gender equality, and green job creation—particularly for youth—are central to this collective journey, alongside the promotion of circular economy solutions across key sectors.
GGGI also supports Benin’s participation in international carbon markets through its Carbon Transaction Facility, strengthening readiness for Article 6 cooperation and developing a pipeline of high-quality carbon projects aligned with the country’s NDC.
Anchored in collaboration, GGGI’s collective journey in Benin brings together government, development partners, and the private sector to accelerate climate action and sustainable green growth.
