Conference mid-term review on implementation of Viet Nam Green Growth Strategy kicks off in Ha Noi

HA NOI – On December 11-12, the Viet Nam Ministry of Planning and Investment (MPI) in collaboration with the Global Green Growth Institute (GGGI) and GIZ’s Macroeconomic Reforms/Green Growth Program co-hosted a “Conference mid-term review on implementation of Viet Nam Green Growth Strategy” in Northern region. The conference was co-chaired by Dr. Pham Hoang Mai, Director Gerenal, Department for Science, Education, Natural Resources and Environment, MPI, Ms. Jin Young Kim, Acting Deputy Director & Head – Asia & The Pacifics, GGGI and Dr. Christian Henckes – Deputy Country Representative, GIZ Viet Nam with the participation of more than 100 key government officials from People’s Committees and line departments from 29 provinces in Northern Viet Nam.

By the end of 2017, nearly 30 provinces and 6 ministries have completed and implemented their Green Growth Action Plans (GGAPs) and others are in the process of developing their respective action plans. Therefore, the conference was to reflect on the implementation on their GGAPs and share experience with the main objectives:

  • Assessing the 5-year implementation of the VGGS at provincial and sectoral levels
  • Assessing the 5-year implementation of the VGGS at provincial and sectoral levels
  • Sharing experience and best practices between different sectors and provinces on the establishment and implementation of the sectoral and provincial green growth action plans
  • Sharing best practices in implementing GGAPs
  • Discussing priority actions to fulfil responsibilities identified in VGGAP until 2020 and for the next phase of 2021-2030.

In her opening speech, Ms. Jin Young said “Today’s conference provides a crucial opportunity to review and discuss the efforts made during the last five years on implementation the VGGS. Strong progress has been made since the launch of this ambitious national strategy, setting the country firmly on a pathway to inclusive, climate resilient and smart green growth. The success stories and innovative solutions in overcoming various challenges during the past period shared by stakeholders today, will help strengthen the implementation efforts in the coming period”.

On this occasion, following the mid-term review on implementation of Viet Nam Green Growth Strategy conference, a workshop on “Encourage private investment to implement green growth strategies – circumstances and solutions” was held by MPI with support from GGGI and GIZ. The workshop aims to update on the current status of national policies and initiatives for green private mobilization as well as to consult with the private sector on their barriers, challenges, and to propose recommendations to further promote green investment.

Dr. Mai stated that “Mobilizing resources to achieve the objectives of the Viet Nam Green Growth Action Plan by 2020 is estimated at about US $ 30 billion. However, the Government’s current investment can cover only one third of the demand. Therefore, the mobilization of investment resources for Green Growth is an urgent need to accelerate the implementation of green economy development”.

This year marks the 5th anniversary in implementing the VGGS, providing an opportunity to assess the success and challenges in the implementation of Vietnam’s green growth agenda over the last 5 years. This assessment can also play a significant role to identify gaps and necessary actions to fulfil the VGGAP implementation by 2020, and to partly contribute to the setting of green growth priorities for Vietnam for the period of 2021 – 2030.
