Our climate policy work helps countries turn climate ambition into clear, implementable frameworks. We work with governments to strengthen the laws, strategies, and institutions that guide climate action.   

Our delivery model

1. Policy design 

 We support governments in developing the frameworks that shape climate action, including technical support for:  

• Nationally Determined Contributions.  

• National Adaptation Plans.  

• Long-term low-emissions strategies.  

• Climate change framework legislation. 

• Sectoral policies that align energy, transport, land use, and finance with climate goals.  

These frameworks establish priorities, assign responsibility, and create the policy foundation for implementation. 

 2. Implementation support 

We help countries translate policy into practical action. Our work includes: 

• Strengthening institutional capacity. 

• Supporting coordination across ministries and levels of government. 

• Developing monitoring and reporting systems. 

• Helping align climate commitments with investment plans and budgets. 

• Advising on regulatory changes that make implementation possible. 

This helps governments move from policy statements to delivery systems that can work. 

What we do

Our climate policy work is centered on a few practical priorities. 

• National climate strategies: We help governments set direction through NDCs, adaptation plans, and long-term development strategies. 

• Regulatory frameworks: We support laws and rules that make climate action more consistent and enforceable. 

• Institutional capacity: We strengthen the systems needed to coordinate implementation across sectors. 

• Policy-to-investment alignment: We help link climate goals with budgets, finance, and project pipelines. 
• Monitoring and accountability: We support systems that track progress and improve delivery over time. 

Results

Our climate policy work has helped translate ambition into policy outcomes at scale. 

• 81 green growth policies were adopted in 29 countries in 2025. 

• 303 green growth policies have been adopted across our wider portfolio since 2015. 

• 249 advisory outputs supported the strengthening of policy, planning, regulatory, financing, and institutional frameworks in 2025. 

• Vietnam adopted regulatory and legal amendments that strengthened energy efficiency and clean energy deployment. 

• Kaya, Burkina Faso adopted a communal development plan that integrated environmental sustainability, mitigation, adaptation, and green economy principles. 

• Honduras strengthened its forest restoration and land-use framework through new technical and policy instruments. 

Together, these results show how our climate policy work helps countries build the foundations for long-term climate action.
