Cambodia and GGGI endorse the strategic direction of the 2026–2028 Framework to Accelerate Green Investment and Climate Action

Phnom Penh, Cambodia, 28 July 2026 — The Ministry of Environment of the Kingdom of Cambodia and the Global Green Growth Institute (GGGI) today endorse the strategic direction of the GGGI Cambodia Country Planning Framework (CPF) 2026–2028. The endorsement ceremony was marked by the formal signing of the CPF’s forward by the H.E. Dr. Eang Sophalleth, Minister of Environment, and Mr. Sang-Hyup Kim, Executive Director of GGGI.

The Framework marks a new chapter in the partnership between Cambodia and GGGI, which began in 2012. It responds to Cambodia’s evolving development priorities as the country prepares to graduate from Least Developed Country status while facing increasing climate impacts, environmental degradation and pressure on natural resources.

H.E. Dr. Eang Sophalleth, Minister of Environment, said, “Cambodia remains committed to pursuing development that is economically resilient, socially inclusive and environmentally sustainable. This Framework provides a clear direction for strengthening cooperation, mobilizing investment and implementing practical solutions that support our national climate and environmental priorities.”

The central focus of the Framework is developing investment-ready projects and strengthening financial systems to mobilize public and private investment through mechanisms such as sustainable bonds, blended finance and carbon finance under Article 6 of the Paris Agreement. Cooperation will focus on green, resilient and circular cities and infrastructure; sustainable agri-based systems; resilient landscapes; and a just and inclusive energy transition.

“Cambodia has been a valued partner of GGGI since 2012 and a strong supporter of sustainable development and international cooperation. Through this Framework, we will work closely with the Royal Government of Cambodia to strengthen its climate leadership through strong carbon market cooperation, supporting the country in translating its climate commitments and green growth ambitions into tangible projects, investments, and lasting benefits for communities,” said Mr. Sang-Hyup Kim, Executive Director of GGGI.

Under the Framework, GGGI will continue supporting Cambodia through the Green Climate Fund and Korea Development Bank-funded Climate Technopreneurship Project, the Climate Technology Accelerator Fund (CTAF, co-established among GGGI and Korean Ministry of Science and ICT), Article 6 readiness and implementation, and the development of the country’s green and sustainable bond market.

The Framework also prioritizes the Tonle Sap Sustainable Environmental Initiative, which will strengthen cooperation among government institutions, development partners, communities and investors to support a more sustainable and climate-resilient future for the Tonle Sap region.

Through the Framework, Cambodia and GGGI reaffirm their commitment to mobilizing green investment, translating national policies into practical action and delivering lasting benefits for Cambodia’s people, economy and natural environment.
