Bogotá, Colombia, November 6, 2025 – The Mayorship of Bogotá, through the District Secretariat of Finance, successfully carried out the first international issuance of a green bond by a city in Latin America, marking a historic milestone in regional sustainable finance. The operation, structured in Colombian pesos, reached an equivalent of USD 600 million (COP 2.3 trillion) and was recognized by the international banking sector as the largest bond issuance ever by a city in the Americas—and the first dedicated entirely to green projects.

“This is great news for the city. It demonstrates the strength of Bogotá’s fiscal management and financial soundness, and it is also a reflection of the growing confidence in our city—one that continues to lead and innovate in its commitment to sustainability,” said Carlos Fernando Galán, Mayor of Bogotá.

The issuance was structured and executed in accordance with the Green, Social and Sustainability Bond Framework of the Central District of Bogota. The framework was developed with technical assistance from the European Union under the Global Green Bond Initiative (GGBI), part of the Global Gateway strategy, and implemented by the Global Green Growth Institute (GGGI). This instrument enabled the District to access international markets under the highest standards of sustainability and transparency.

“Through Global Gateway, the European Union stands as a global reference in green finance — from designing sustainable taxonomy frameworks to advancing transparency standards. We celebrate this milestone in our partnership with Bogotá. This issuance is a powerful example of how climate action and financial innovation can come together to transform territories. Bogotá and the European Union are demonstrating that green bonds are not only financial instruments, but also narratives of hope and action,” highlighted François Roudié, European Union Ambassador to Colombia.

The funds raised will be used to finance four strategic projects under the Clean Transport category of the Framework:

  • Bogotá Metro Line 2
  • San Cristóbal Cable car
  • Potosí Cable car
  • New Calle 13 BRT Corridor

These investments will help reduce CO₂ emissions and promote cleaner, more inclusive, and climate-resilient urban mobility.

The technical support provided by GGGI and the European Union for the development of the Green, Social and Sustainability Bond Framework was key in strengthening the District’s capacity to deploy green financial instruments and laid the foundation for this successful operation.

“Bogotá’s green bond issuance is a powerful example of how subnational entities can lead the transition toward low-carbon economies using innovative and credible financial instruments. GGGI celebrates this historic step and reaffirms its commitment to supporting local governments across the region to accelerate green finance and climate action,” said Ferruccio Santetti, Regional Director for Latin America and the Caribbean at GGGI.

The issuance attracted the Development Bank of Latin America and the Caribbean (CAF) and the International Finance Corporation (IFC) as anchor investors, while BNP Paribas and Goldman Sachs acted as structuring and lead placement agents. Of the total allocation, 93.4% was awarded to international investors and 6.6% to local investors, reflecting strong market confidence in the robustness and credibility of the transaction.

This issuance also stands among the first supported by the European Union under the GGBI, an initiative designed to mobilize private capital from institutional investors toward climate and environmental projects in EU partner countries, expanding their access to green finance.

With this operation, Bogotá consolidates its position as a regional leader in innovative sustainable finance, setting a precedent for other cities to adopt green financial mechanisms that drive inclusive, low-carbon, and resilient urban development.
