COTONOU, BENIN – 10 August 2026 – The Government of Benin, through the Beninese Council for Sustainable Development (CBDD), convened a two-day strategic workshop from 05-06 August 2026 to strengthen the implementation of the country’s Nationally Determined Contribution (NDC) 3.0 and accelerate the development of a pipeline of bankable green projects. The workshop was supported by the Luxembourg Development Cooperation Agency (LuxDev) and the Global Green Growth Institute (GGGI) and funded by the Grand Duchy of Luxembourg.

The event brought together representatives from national ministries, local governments, technical agencies, research institutions, and civil society organizations to align climate priorities with national planning processes and prioritize a pipeline of NDC 3.0 projects for near-term investment, with the potential to attract climate finance.

The workshop was held under the Climate Finance Access Support Project, an initiative designed to strengthen Benin’s climate finance architecture by enhancing key mechanisms, including the national Green Finance Framework and the operational arrangements for NDC implementation.

As African countries strive to translate their climate commitments into concrete and measurable actions, effective implementation of climate policies and access to finance remain major challenges. While ambitious climate targets provide an essential foundation, achieving them requires the development of robust project pipelines that are strategically aligned with national development priorities and capable of mobilizing investment on a scale.

During the workshop, participants worked collaboratively to strengthen stakeholder ownership of Benin’s NDC 3.0 investment priorities , and foster a coordinated approach to the implementation of climate actions. Discussions also focused on integrating adaptation and mitigation measures into the 2027 Annual Work Plans (AWPs) of sector ministries to ensure that climate action is effectively embedded in government planning and budgeting processes.

One of the key expected outcomes of the workshop was the identification, refinement, and prioritization of green project concepts with strong potential to attract public and private investment. By developing a portfolio of bankable projects, Benin aims to strengthen its capacity to access climate finance and accelerate the implementation of its NDC commitments.

The initiative also seeks to create the enabling conditions for the rapid mobilization of climate finance by strengthening policy frameworks and institutional capacities required to develop, attract, and implement long-term climate investments.

The Benin workshop represents another important step in advancing the country’s climate ambitions, demonstrating how integrated planning, stakeholder engagement, and strategic project development can help turn national commitments into concrete investments and lasting impact.
