Seoul, Republic of Korea, April 23, 2026 – The Global Green Growth Institute (GGGI), in partnership with the ASEAN-Korea Cooperation Fund (AKCF), supported by the Government of the Republic of Korea through the ASEAN-Korea Cooperation Fund (AKCF), and the Korea Environment Corporation (K-eco), has successfully concluded the 3^rd Knowledge Sharing Program (KSP) under the framework of the ‘Integrated Municipal Solid Waste Management (IMSWM) Cooperation Project for Sustainable Cities’.

• Held in Courtyard by Marriott Seoul Botanic Park hotel from April 20 to 24, the event marked the final phase of the project’s knowledge-sharing series. It brought together representatives from ASEAN Member States (AMS), the ASEAN Secretariat, and the private sector to solidify cooperation for investment mobilization.
• Launched in 2023, the project was supported by the AKCF of approximately USD 7.30 million and has focused on strengthening waste management systems in ASEAN and building a robust pipeline of bankable projects ready for investment.

A major milestone of the project is the development of 8 strategic investment projects across five ASEAN nations—Thailand, Indonesia, Cambodia, Laos, and the Philippines—representing a total investment potential of approximately USD 100 million.

• These projects feature innovative green technologies, including organic waste upcycling, resource recovery, and Waste-to-Energy (WtE). Pre-Feasibility (PFS) and Feasibility Studies (FS) are currently underway to ensure their technical and economic viability.
• By integrating creative financial mechanisms such as thematic waste bonds, the project has effectively demonstrated the potential for significant private sector participation.
• This achievement marks a strategic shift from technical analysis to tangible investment and implementation. Currently, several projects are exploring Public-Private Partnership (PPP) models, signaling a turning point for the waste management market in the ASEAN region.

Dr. Malle Fofana, GGGI’s Regional Director of Asia, stated, “This initiative is highly significant as it presents a proven investment model that allows private capital to land smoothly in the ASEAN climate market, moving beyond the limitations of public funding.'” He added, “The synergy between Korea’s innovative technologies and ASEAN’s local demand will act as a critical catalyst for the transition to a circular economy.”

Moving forward, GGGI plans to continuously expand the foundation for cooperation through the ASEAN-Korea Integrated Green Technology Platform (AKIGTP) and will provide comprehensive support to ensure these identified projects transition into full-scale implementation.

한-아세안, 지속가능 폐기물 시스템 구축과 기후 대응을 위한 투자 유치에 나서다

– GGGI·NIGT, 아세안과 협력해 5개 아세안 국가에서 8개 전략적 투자 프로젝트 개발 추진

– 저탄소 폐기물 관리 체계로의 전환, 자원 회수 확대, 환경 유출 저감을 통해 아세안 주요 도시의 폐기물 관리 개선에 기여

대한민국 서울, 2026년 4월 23일 – 글로벌녹색성장기구(사무총장 김상협, 이하 “GGGI”)는 한-아세안 협력기금(ASEAN-Korea Cooperation Fund, AKCF)의 지원으로, 한국환경공단 등과 함께 ‘지속가능한 도시를 위한 한국-아세안 통합 도시 고형폐기물 관리(IMSWM) 협력사업’의 일환인 제3차 지식공유 프로그램을 성공적으로 마무리했다.

• 지난 4월 20일부터 24일까지 코트야드 바이 메리어트 서울 보타닉 파크 호텔에서 열린 이번 행사는 동 사업의 마지막 지식공유 단계로, 아세안 회원국(AMS) 및 사무국, 민간 부문 관계자들이 참여하여 투자 연계를 위한 협력 기반을 공고히 다졌다.
• 2023년부터 2026년까지 한-아세안 협력기금을 통해 약 730만 달러 규모로 추진된 본 사업은 아세안 회원국의 폐기물 관리 체계를 강화하고 실질적인 투자가 가능한 프로젝트 파이프라인을 구축하는 데 역량을 집중해 왔다.

특히 이번 사업은 태국, 인도네시아, 캄보디아, 라오스, 필리핀 등 아세안 5개국에서 총 8개의 핵심 투자 프로젝트를 도출하는 결실을 보았으며, 그 잠재적 투자 규모는 약 1억 달러에 달할 것으로 예상된다.

• 주요 프로젝트에는 ▲유기성 폐기물 재자원화, ▲자원 회수 및 재활용, ▲폐기물 에너지화(WtE) 등 혁신적인 녹색 기술이 포함되어 있으며, 기술적경제적 타당성 확보를 위해 현재 사전타당성조사(PFS) 및 타당성조사(FS)를 진행하고 있다.
• 또한 테마형 폐기물 채권 등 다각화된 금융 구조를 결합하여 상당한 규모의 민간 자본의 투자 참여 가능성을 효과적으로 입증했다.
• 이러한 성과는 기술적 분석 단계에 머물던 사업을 실질적 투자와 실행 단계로 전환하는 전략적 변화를 보여주며, 현재 일부 프로젝트는 민관협력(PPP) 방식 추진을 검토하는 등 아세안 폐기물 관리 시장의 전환점을 형성하고 있다.

글로벌녹색성장기구(GGGI) 말레 포파나(Malle Fofana) 아시아지역국장은 “이번 사업은 공공 재원의 한계를 넘어 민간 자본이 아세안 기후 시장에 연착륙할 수 있는 검증된 투자 모델을 제시했다는 데 큰 의미가 있다”며 “한국의 혁신 기술과 아세안의 현지 수요간 시너지가 순환경제로의 전환을 이끄는 핵심 동력으로 작용할 것”이라고 강조했다.

앞으로 GGGI는 통합 녹색기술 플랫폼(AKIGTP)을 통해 협력 기반을 지속적으로 확대하고, 이번에 발굴한 프로젝트들이 실제 이행 단계로 이어질 수 있도록 다방면으로 지원할 계획이다.
