Article 6 Made Easy: Carbon Project Developer Capacity Building begins in Zambia

Lusaka, Zambia, April 16, 2025 – Zambia’s Ministry of Green Economy and Environment (MGEE) supported by the Supporting Preparedness for Article 6 Cooperation (SPAR6C) Program, led by the Global Green Growth Institute (GGGI) hosted a capacity building workshop for carbon trading under Article 6 of the Paris Agreement. GFA Consulting Group and UNEP Copenhagen Climate Centre, as lead delivery partners in Zambia, delivered the capacity building workshop aimed at carbon project developers in the country.
In the spirit of “Making Article 6 Easier”, this capacity building workshop served as a platform for carbon project developers and operators, the MGEE and the Technical Committee on Green Economy and Climate Change (TC-GECC) to discuss requirements for carbon market development .
Mr. Ranford Simumbwe, Permanent Secretary at the MGEE, emphasized that “great progress has been made towards the operationalization of carbon markets in Zambia. The MGEE has facilitated the enactment of the Green Economy and Climate Change Act No. 18, 2024 , and the Carbon Market Framework. And the Ministry has also published detailed institutional processes and approval requirements to facilitate international carbon market participation, through our carbon market framework.”
Zambia is now considered a pioneer in Article 6 implementation, following the signature of bilateral agreements with Norway and Sweden. As part of its continued readiness journey, this training, designed in part for the private sector and potential developers of mitigation activities, aimed to strengthen their capacity by providing a clear understanding of the project cycle under Article 6 and introducing key tools, such as relevant templates, to facilitate engagement in international carbon markets.
“The event provided clarity around the approval pathway for VCM projects both with and without corresponding adjustments. It is a crucial step toward building a carbon market that is both environmentally credible and socially inclusive,” stated Chanda Banda, Government Relations and Policy Senior Manager, One Acre Fund.
“As the Government of Zambia successfully implemented the preconditions for the country to get access to finance from international carbon markets under Article 6, opportunity to sell mitigation outcomes to high-quality buyers increases for all carbon project developers” added Joachim Schnurr, SPAR6C Zambia Team Lead.
Following this event, the SPAR6C program will assist the MGEE in developing with a proposed set of criteria to screen ambitious and high-hanging fruit mitigation activities suitable to issue carbon credits aligned with Article 6 of the Paris Agreement’s framework.
