Phnom Penh, Cambodia, February 7, 2025 – The Cambodian Ministry of Environment, VERYWORDS, and the Global Green Growth Institute (GGGI) signed a Memorandum of Understanding (MoU) to promote the deployment of high-quality and environmentally friendly electric two-wheeler in Cambodia, contributing to the greenhouse gas emission reduction targets of the Royal Government of Cambodia and the Republic of Korea.

Through this MoU, VERYWORDS, a Korean e-mobility and carbon neutrality platform company which runs a $2 million electric scooter assembly plant in Kandal province and has created at least 60 direct green jobs, will donate 8,000 e-scooters to the Cambodian government, free of cost and conditions, for use by public officials. The company will also establish more than 200 charging stations to support its operation. These contributions (8,000 e-scooters) have been estimated to generate emission reductions of an average of 5,040 tCO2e per year (estimated 40 km average annual distance covered per vehicle) and to create 150 new green jobs (Note: This initiative is estimated to contribute to cumulative emission reduction of 811,970 tCO2e over ten years period). In addition to supporting Cambodia’s ambitious transport electrification targets of deploying 70% electric two-wheelers in its Long-Term Strategy for Carbon Neutrality, this MoU is a major step towards implementation of internationally recognized GHG emission reduction projects in Cambodia.

The Ministry of Environment will facilitate and supervise the distribution of e-scooters, as well as assess VERYWORDS’s project, ‘Establishment of Charging Infrastructure for E-Mobility Promotion in Cambodia’. In addition, the Ministry, in collaboration with partner entities such as GGGI, will provide capacity-building support to various ministries to increase awareness of GHG emission reduction projects and ensure compliance with the Operation Manual for the Implementation of Article 6 of the Paris Agreement on Climate Change, as well as the rules, regulations, and instructions of the Royal Government of Cambodia.

To date, GGGI has been supporting the Cambodian Ministry of Environment in building the country’s Article 6 readiness by providing technical assistance to the Cambodian Ministry of Environment and the representatives from various ministries sitting on the Technical Working Group on Climate Change and Environment.

H.E. Dr. Eang Sophalleth, Cambodian Minister of Environment, said, “Cambodia’s ambitious climate targets are supported by innovative solutions aimed at decarbonizing key sectors. This MoU reinforces our commitment to reducing greenhouse gas emissions in the transport sector, aligning with our Circular Strategy on Environment 2023-2028, Nationally Determined Contributions, and Long-term Strategy for Carbon Neutrality. It also advances the adoption of electric vehicles across the country.” He also confirmed that all internationally recognized GHG emission reduction projects will need to adhere to the Operation Manual on Implementation of Article 6 of the Paris Agreement on Climate Change in Cambodia, in addition to all rules and regulations of the Royal Government of Cambodia, without jeopardizing the integrity and sovereignty of the country.

In addition to free e-scooters and charging stations, VERYWORDS will also provide after-sales services for two years at no cost. Mr. Sungwoo KIM, CEO of VERYWORDS, said, “Through the Article 6 carbon financing framework, we made a bold investment decision to supply 8,000 e-scooters to Cambodian officials, enabled by the support from the Republic of Korea. This partnership aims to not only enhance climate mitigation actions in both countries but also replace air-polluting traditional motorcycles with high-quality, environmentally friendly electric scooters in Cambodia, accelerating the growth of the e-mobility industry.’’

지속 가능한 모빌리티 및 온실가스 배출량 감축 촉진

프놈펜, 캄보디아, 2025년 2월 7일 – 캄보디아 환경부, (주)베리워즈 (VERYWORDS), 그리고 글로벌녹색성장기구(GGGI)가  캄보디아에서 고품질 친환경 전기 이륜차 보급을 촉진하기 위한 업무협약 (MoU)을 체결했다. 이번 협약은 캄보디아 왕국과 대한민국의 온실가스 감축 목표 달성에 기여할 것으로 기대된다.

이번 MoU를 통해, 캄보디아 칸달(Kandal) 주에서  한국 e-모빌리티 및 탄소중립 플랫폼 기업 VERYWORDS가 캄보디아 정부에 8,000대의 전기 스쿠터를 무상으로 기부할 예정이다. VERYWORDS는 200만 달러 규모의 전기 스쿠터 조립 공장을 운영하며 최소 60개의 녹색 일자리를 창출한 기업이다. 이 스쿠터들은 공무원들에게 전달될  예정이며, VERYWORDS는 원활한 운영을 위해 200개 이상의 충전소도 구축할 계획이다. 이를 통해 연간 약 5,040톤(tCO2e)의 온실가스 감축 효과(차량 1대당 연간 평균 40km 운행 기준)와 150개의 신규 녹색 일자리 창출이 기대된다 (해당 이니셔티브는 약 10년 동안 총 811,970톤 (tCO2e)의 누적 온실가스 감축에 기여할 것으로 예상된다).

이번 협약은 캄보디아 정부의 ‘탄소중립을 위한 장기 전략(LTS)’에서 목표로 설정한 전기 이륜차 70% 보급 목표달성을 지원할 뿐만 아니라, 국제적으로 인정받는 온실가스 감축사업을 캄보디아에서 본격적으로 추진하는 중요한 단계가 될 것으로 보인다.

캄보디아 환경부는 전기 스쿠터의 배포를 총괄하고, VERYWORDS의 ‘캄보디아 e-모빌리티 촉진을 위한 충전 인프라 구축’ 사업을 평가 및 감독할 예정이다. 또한, GGGI 등 파트너 기관과 협력해 온실가스 감축 사업에 대한 인식을 제고하고 기후변화 파리협정 제6조 이행을 위한 운영 매뉴얼과 캄보디아 왕국의 규칙, 규정 및 지침을 준수할 수 있도록 다양한 부처에 역량 강화 지원을 제공할 것이다.

GGGI는 현재까지 캄보디아 환경부가 파리협정 제6조 이행 준비를 위해 기술적 자문을 제공해 왔으며, 기후변화 환경 기술작업그룹에 참여하는 다양한 부처 관계자들을 지원해 왔다.

“캄보디아는 주요 부문의 탈탄소화를 목표로 한 혁신적인 솔루션을 통해 기후 목표를 달성해 나가고 있습니다. 이번 MoU는 운송 부문의 온실가스 감축을 위한 우리의 의지를 더욱 강화하며, ‘2023-2028 환경 순환 전략’, 국가 온실가스 감축 목표(NDC), 그리고 탄소중립 장기 전략과도 일맥상통합니다. 또한, 전기차 도입을 촉진하는 데 중요한 역할을 할 것입니다.” 라고 Eang Sophalleth 환경부 장관이 밝혔다. 이어 그는, 국제적으로 인정받는 모든 온실가스 감축사업은 캄보디아의 파리협정 제6조 운영 매뉴얼뿐만 아니라, 캄보디아 정부의 모든 규정과 법률을 철저히 준수해야 하며, 국가의 주권과 통합성을 훼손해서는 안 된다고 강조했다.

VERYWORDS는 전기 스쿠터 및 충전소를 무상으로 제공하는 것 외에도, 2년간 사후 서비스를 무상으로 제공할 예정이다.

김성우 VERYWORDS 대표는 이에 대해 “우리는 파리협정 제6조의 탄소 금융 메커니즘을 활용해 캄보디아 정부에 8,000대의 전기 스쿠터를 기부하는 과감한 투자 결정을 내렸습니다. 대한민국 정부의 지원 덕분에 이러한 파트너쉽이 가능했습니다. 이 협력은 양국 모두의 기후 변화 대응을 강화할 뿐만 아니라, 캄보디아에서 기존의 오염물질을 배출하는 오토바이를 친환경적이고 고품질의 전기 스쿠터로 대체하여 e-모빌리티 산업의 성장을 가속화하는 것을 목표로 하고 있습니다.” 라고 밝혔다.

김소미 GGGI 캄보디아 사무소장은 “GGGI는 캄보디아 정부의 신뢰받는 자문 기관으로서 이번 선도적 프로젝트를 지원하게 돼 자랑스럽습니다. 파리협정 제6조 프레임워크를 통한 협력은 개발도상국으로의 기후 투자 흐름을 촉진하여 전 세계적인 기후 변화 대응을 가속화합니다. 이번 프로젝트는 환경적 무결성을 보장하는 제6조의 강력한 규칙을 기반으로 하고 있습니다. 전기차 인프라 구축과 배치를 신속히 진행하는 모습을 볼 수 있게 되어 기쁩니다.”라고 밝혔다.
