    Project Summary

    Through the Nationally Determined Contributions (NDC) Enhancement Project, Global Green Growth Institute (GGGI) supports the State of Qatar in meeting its commitment to communicate its nationally determined contribution to the Paris Agreement Goals every 5 years. Developing Qatar’s 2025 NDC will enable the country to take stock of the progress made since the 2020/2021 NDC cycle, and to work collaboratively with all national partners to set a more ambitious GHG emission reduction target for 2035.

    Project Goal & Objectives

    The project aims to:

    Capture and document relevant national circumstances, covering geographic and climatic conditions, socio-economic conditions, economic diversification priorities and climate institutional governance mechanism.

    Assess the level of implementation of its previous NDC, both in terms of mitigation, adaptation and enabling efforts since 2020.

    Review sectoral development roadmaps and identify relevant climate-related policies, projects, activities, and investments that are planned to be implemented by 2035.

    Produce national and sectoral GHG emissions scenarios, including a business-as-usual scenario and a “current policy” scenario.

    Model additional sectoral measures into “more ambitious” scenarios to be discussed with relevant stakeholders for endorsement.

    Draft the NDC submission draft for Cabinet endorsement, with a clear aim to enhance ambition, robustness and inclusivity.

    Context & Background

    In the last NDC cycle (2020/2021), Qatar pledged a 25% reduction in GHG emissions compared to its 2030 business-as-usual estimate. As Qatar prepares for the 2025 cycle, it will evaluate current implementation, seek new opportunities for emission reductions, and integrate findings from sectoral climate vulnerability assessments.

     

    In this context, the Qatar Ministry of Environment and Climate Change (MECC), in collaboration with GGGI, aims to craft an ambitious NDC submission to the UNFCCC, engaging public and private sectors to achieve the Paris Agreement’s 1.5°C goal by 2050. Guided by a Green Economy Model, this submission will set informed climate targets for Qatar, driving sustainable development and climate action for 2030 and beyond. For Qatar, the NDC is crucial for enhancing emission reductions and addressing climate vulnerabilities like sea level rise and extreme weather events. It sets ambitious targets and underscores Qatar’s commitment to safeguarding its population and economy from climate impacts. This collective effort, anchored by all global NDCs, highlights Qatar’s leadership in climate action, supported by GGGI’s technical assistance.

    Project Outcomes

    Qatar’s enhanced NDC will lead to a new 10-year GHG emission reduction for 2035, by expanding the sectoral coverage for mitigation and adaptation interventions. The GHG emission scenario will be developed with the Green Economy Model tailored to the state of Qatar. NDC will be supported by a solid governance or institutional mechanism for effective implementation. Finally, the enhanced NDC seeks to enhance the enabling environment for climate action in Qatar, notably by leveraging all success factors, such as institutional alignment, strong legal framework, finance mobilization, international cooperation, transparency and social inclusion approaches.
