About GGGI in Morocco

The Kingdom of Morocco became the 53rd Member State of the Global Green Growth Institute (GGGI) in 2025, reaffirming its commitment to advancing a green, inclusive, and sustainable economy. Since the launch of the GGGI Morocco program in November 2015, GGGI has worked closely with the Government of Morocco to support the implementation of the National Sustainable Development Strategy (NSDS), Nationally Determined Contributions (NDCs), and the Sustainable Development Goals (SDGs).

GGGI operates in Morocco through its unique in-country model, serving as a neutral, trusted advisor and strategic development partner. The program is embedded within the Ministry of Energy Transition and Sustainable Development and collaborates with multiple ministries and agencies to deliver impactful results.

GGGI’s key intervention areas in Morocco include:

(1) Mobilizing climate finance to accelerate green growth.

(2) Advancing circular economy practices and sustainable waste management.

(3) Supporting Morocco’s energy transition through investment mobilization.

(4) Enhancing carbon pricing mechanisms and operationalizing Article 6 of the Paris Agreement.

Through a combination of policy advisory, capacity building, and investment facilitation, GGGI continues to play a pivotal role in Morocco’s journey toward a low-carbon, climate-resilient, and inclusive future.

Our Collective Journey

Over the past decade, GGGI Morocco has made significant contributions to advancing Morocco’s green transition. Our collaboration with the Government of Morocco has focused on enhancing access to climate finance, promoting a circular economy, supporting carbon pricing mechanisms, and accelerating the country’s energy transition.

 

GGGI is driving green investments in Morocco, having mobilized USD 52.7 million under the National Program for the Energy Recovery of Organic Waste. The country program has also carried out a broad range of capacity-building activities with numerous national and international stakeholders. These include workshops organized with UNDESA, UNRCO, UNCT, CCAC, the Government of Morocco, K-Eco, and other partners on circularity and resource efficiency in waste management; regional workshops on the circular economy in Dakar; trainings on biodigestate use and methane monitoring; and sessions engaging the public and private sector in Article 6 activities.

 

On the policy front, GGGI Morocco developed a national methane roadmap for priority mitigation measures in Morocco’s main source sectors, supported the design of a methane MRV system, conducted landfill gas assessments, contributed to the Guarantees of Origin decree under Renewable Energy Law 40-19, helped develop the national biodigestate standard, and provided legal advice on Article 6 transactions. The program continues to advance innovative green financing and support Morocco’s leadership in sustainable development across the MENA region.

Our Results At A Glance

GGGI Morocco has been instrumental in supporting Morocco’s transition to a green and sustainable economy through targeted policy support, technical assistance, and investment mobilization. Key contributions include:

 

–  Mobilized USD 52.7 million in green investment for the installation of a biodigester under the National Program for the Energy Recovery of Organic Waste

Developed a national methane roadmap for priority mitigation measures in Morocco’s main source sectors

– Supported the development and adoption of Morocco’s Biodigestate Standard to promote safe and sustainable reuse of organic waste

–  Facilitated the design of a national Monitoring, Reporting, and Verification (MRV) system to track methane emissions reductions

–  Enabled the integration of methane into Morocco’s updated Nationally Determined Contribution (NDC 3.0)

–  Provided policy advisory that led to the adoption of the Procedural Decree and the Certification of Origin Decree under Law 40-19

 

These achievements reflect GGGI Morocco’s commitment to delivering tangible impact and supporting national efforts to meet climate and sustainability goals.
