GGGI in Lao PDR

GGGI has been working with the Government of Lao PDR since 2017 to implement the country’s National Green Growth Strategy (NGGS), National Socio-Economic Development Plan (NSEDP), and Nationally Determined Contributions (NDC), including the target of achieving net-zero emissions by 2050.

 

GGGI’s Lao PDR Program is delivered by a dedicated team of technical experts embedded within central, provincial, and local government institutions. The team provides timely, high-quality, and demand-driven technical and advisory assistance across sectors such as the circular economy, energy and transport, climate action and carbon markets, flood resilience, and ecosystem services. GGGI’s program supports its partners in Vientiane Capital, as well as through field offices in key secondary cities, including Vang Vieng, Kaysone Phomvihane, and Pakse.

Our Collective Journey

GGGI in Lao PDR has achieved significant green growth impacts across various sectors. In the circular economy, GGGI has supported the Ministry of Public Works and Transport (MPWT) and local governments to establish solid waste and wastewater infrastructure in key cities, including Vang Vieng, Vientiane Capital, Kaysone Phomvihane, and Pakse. Additionally, GGGI has contributed to developing policies, plans, and regulatory instruments to promote green cities and circular economy practices. These efforts have led to improved urban environmental quality and reduced pollution.

 

In climate action and carbon markets, GGGI has supported the development of Lao PDR’s National Green Growth Strategy (NGGS) and its 2nd Nationally Determined Contribution (NDC) while delivering green growth enhancements to the 9th and 10th National Socio-Economic Development Plans (NSEDP). GGGI has also assisted the Ministry of Natural Resources and Environment in developing a National Decree on Carbon Credits,
an International Carbon Trading Strategy, and other regulatory instruments. Furthermore, GGGI has collaborated with the private sector to facilitate carbon investment projects and improve access to international carbon finance. These efforts have contributed to reduced greenhouse gas emissions and enhanced climate resilience.

 

In the energy and transport sectors, GGGI has supported MPWT in enhancing Lao PDR’s transport regulations for electric vehicles (EVs) and provided capacity-building initiatives on EV technologies for public and private sector partners. Additionally, GGGI has worked with the Ministry of Industry and Commerce to improve industrial energy efficiency and develop the Green Industry Policy along with associated guidelines. These initiatives have promoted cleaner and more sustainable transportation and industrial practices.

 

In flood resilience and ecosystem services, GGGI has worked with MPWT and Vientiane Capital to restore urban wetlands and integrate nature-based solutions into local plans to improve urban flood management. GGGI has also engaged with communities surrounding these wetlands to enhance resilience and support wetland-based enterprise development. These efforts have resulted in improved flood resilience, biodiversity conservation, and sustainable livelihoods.

– 2.8 million tons CO2 equivalent of greenhouse gas emissions reduced
– 132,000 people
 supported to adapt to climate change
– 140,000 people
 provided access to sustainable sanitation services
– 303,000 people
 provided access to sustainable solid waste management services
