GGGI in Cambodia

Since 2012, GGGI has been working with the Royal Government of Cambodia to incorporate green growth priorities into national strategies and policies and implement sustainable urban development projects in the areas of energy efficiency, e-mobility, and waste management. GGGI Cambodia supports government’s readiness in accessing climate finance while driving demand for green technologies and pioneering innovative sustainable finance such as thematic bonds and carbon trading under the Article 6 of the Paris Agreement to attract green investment to accelerate transition to a greener future.

 

Our donor partners include French Agency for Development (AFD), Green Climate Fund (GCF), Korean Development Bank, the European Union (EU), Denmark, ASEAN-Korean Cooperation Fund (AKCF), Republic of Korea, Luxembourg and IKI of Germany.

 

GGGI Cambodia is hosted by the Ministry of Environment (MOE) and has three embedded offices in MOE, the Ministry of Public Works and Transport (MPWT), and Ministry of Industry, Science, Technology and Innovation (MISTI). The Program also hosts regular field activities in secondary cities including Battambang, Siem Reap, Sihanoukville, Bavet, Kep, Kampong Cham, and Suong.

Our impact in Cambodia includes:

+ USD 140 Million Green Bond Issuances & Green Investment Mobilized;

+ 5.54 mtCO2eq GHG emissions reduced

+ 2 million people : increased access to sustainable services

 

Our Collective Journey

GGGI has supported Cambodia’s green growth agenda across sustainable cities, energy efficiency, electric mobility, waste management, green buildings, agriculture and climate finance.

 

In the garment, footwear & travel goods sector, GGGI has promoted decarbonization through energy efficiency projects, an accredited Advanced Diploma in Energy & Environmental Sustainability, and the Model Green Factory Program. Its electric mobility support contributed to the deployment of 8,000 e-scooters in 2025 and the mobilization of 200 charging stations through Article 6 carbon financing.

 

GGGI is also supporting the development of Cambodia’s Green Building Certification System, green investment pipelines and agricultural methane-reduction projects. Under Article 6, it has assisted Cambodia in developing an Operations Manual, facilitating bilateral carbon trading and strengthening monitoring and verification systems.

 

To expand access to climate finance, GGGI is building the capacity of government institutions and local financial institutions to develop large-scale climate projects. This includes supporting GCF accreditation for a local bank and the National Council for Sustainable Development.
