Since 2012, GGGI has been working with the Royal Government of Cambodia to incorporate green growth priorities into national strategies and policies and implement sustainable urban development projects in the areas of energy efficiency, e-mobility, and waste management. GGGI Cambodia supports government’s readiness in accessing climate finance while driving demand for green technologies and pioneering innovative sustainable finance such as thematic bonds and carbon trading under the Article 6 of the Paris Agreement to attract green investment to accelerate transition to a greener future.

GGGI Cambodia is hosted by the Ministry of Environment (MOE) and has three embedded offices in MOE, the Ministry of Public Works and Transport (MPWT), and Ministry of Industry, Science, Technology and Innovation (MISTI). The Program also hosts regular field activities in secondary cities including Battambang, Siem Reap, Sihanoukville, Bavet, Kep, Kampong Cham, and Suong.
Our impact in Cambodia includes:

Guided by the Country Planning Framework 2021-2025, GGGI’s interventions have been visible in sustainable urban development with focus on energy efficiency in the garment industry and green building, sustainable mobility, and waste management. As a result, GGGI has contributed to the decarbonization of the garment, footwear, and travel goods (GFT) industry through its energy efficiency projects, accredited Advanced Diploma in Energy & Environmental Sustainability and development of the Model Green Factory Program (MGFP). In addition, GGGI is strongly advancing electric mobility through its policy works and investment mobilization which has resulted in the deployment of 8,000 e-scooters in 2025 and 200 charging stations catalyzed through carbon financing under the Article 6 framework.
In green building, GGGI is supporting Cambodia in advancing Green Building Certification System and green investment pipelines to promote green buildings. GGGI is also advancing the methane reduction project in the agriculture sector, linking efforts to carbon financing. Other strategic areas include Carbon Finance Leadership which revolves around Article 6 framework. GGGI has supported Cambodia in developing its Operations Manual to implement Article 6 projects and facilitating bilateral trading between Cambodia and potential buyer countries. Going forward, in this area, GGGI will continue to strengthen Monitoring and Verification tools to ensure integrity and accountability in bilateral trading.
Another strategic area is empowering local institutions to develop climate projects and adopt sustainable financing to attract more climate investment. GGGI, as a trusted advisor to the government, is both empowering and supporting government as well as local financial institutions to independently develop large-scale climate projects. GGGI is currently supporting the GCF accreditation for one of the local banks as well as the National Council for Sustainable Development (NCSD).
By developing eco-systems for sustainable finance and empowering local institutions, GGGI aims to see growth in the development of large-scale projects in climate adaptation and climate mitigation to be financed by global climate fund. To highlight a significant achievement, through the introduction of thematic bonds, GGGI has equipped and provided technical support to the private sector to issue thematic bond at least USD 60 Million for green infrastructure projects across Cambodia, with pipeline development of USD 140 million.
