Vanuatu Country Planning Framework: 2017-2021

In June 2017, the Government of Vanuatu (GoV) and GGGI signed the Vanuatu Country Planning Framework 2017-2021. The document sets out the strategic objectives which the two parties have agreed to achieve in the next five years.

Cooperation between Vanuatu and GGGI has been built upon a strong foundation of partnership since Vanuatu became a member of the Institute in 2014. In the following years, GGGI began operations in country and worked with GoV to update the National Energy Roadmap, develop the National Green Energy Fund, and plan for implementing its green energy transition. The CPF builds upon this work with a view to achieve the GoV’s renewable energy, energy efficiency and rural development targets.

In line with Vanuatu’s National Sustainable Development Plan 2016-2030 and the National Energy Roadmap 2016-2030, the CPF identifies the following Strategic Outcomes:

 

  • Strategic Outcome 1: Expanded access to affordable and sustainable energy services for rural households, businesses and public institutions through renewable energy
  • Strategic Outcome 2: Sustainable energy services power rural livelihood creation and economic growth in the agriculture, fisheries and tourism sectors

 

Under Strategic Outcome 1, GGGI will support the GoV to develop an enabling environment conducive to sustainable energy development and private sector investment, provide technical assistance and policy advice to operationalize the National Green Energy Fund, and develop a pipeline of green energy projects to be matched with suitable financing.

As part of Strategic Outcome 2, in partnership with GoV, GGGI will carry out assessments to identify areas where improved energy and water services and integrated planning can improve outcomes in the productive sectors (agriculture, fisheries and tourism). The Institute will also work to mainstream energy sector objectives and targets into sectoral policy and planning, develop integrated investment plans, and develop a pipeline of energy and water projects focused on boosting the productive sectors. At the same time, these projects will emphasize the creation of income opportunities for low income households as well as women’s businesses and cooperatives.

Energy is central to successful implementation of green growth in Vanuatu, with the government pledging to achieve 100% electrification and 100% renewable electricity by 2030. The Country Planning Framework lays out objectives that specifically seek to contribute to these targets and ultimately build a more inclusive, equitable and sustainable Vanuatu.
