Mongolia’s Government adapted National Energy Efficiency Action Programme

ULAANBAATAR – September 20, 2017 – Today, the  Government of Mongolia adapted the National Energy Efficiency Action Programme 2017-2020 (NEEAP).

GGGI and the Energy Regulatory Commission of Mongolia (ERC) have signed a Memorandum of Understanding (MoU) on green growth cooperation on March 20, 2017. The formulation of the NEEAP is one of the four key services that GGGI provides to ERC.

In December 2016, ERC announced the first batch of so-called “designated entities” whose consumption of heat and/or electricity exceeded the threshold set by the government for conservation potential. Under the Energy Conservation Law, the ERC is responsible for monitoring the efforts of designated entities to undergo energy auditing and report on energy reduction measures implemented. Under Mongolia’s Green Development Policy, State Policy on Energy, and INDCs to the Paris Agreement, Mongolia has targeted 40% reductions in building heat loss and 43% reduction of electricity transmission losses by 2030.

The NEEAP is a first-of-its-kind policy instrument in Mongolia intended to increase the competitiveness of industry as well as generate savings for small businesses and households. Critically, energy efficiency measures are an important component of the Government’s efforts to reduce urban air pollution, stemming largely from the combustion of raw coal for household and small business heating.

GGGI will continuously support ERC to successfully implement the NEEAP. As one of the key factor for NEEAP implementation, currently GGGI is assisting the ERC in preparation of bankable energy efficiency pipeline projects. Under energy efficiency pilot project development, GGGI together with technical consultant firm, Pricewaterhouse Coopers (PwC), is supporting the ERC and selected Designated Entities in the past 3 months through technical and advisory services across the key areas, including:

  • Estimate the market per sector;
  • Perform a gap analysis of Mongolia’s policy, regulatory, and financial framework;
  • Develop a pipeline of pilot energy efficiency projects (15 projects in different sub-sectors); and
  • Capacity development activities of local energy auditors.
