GGGI speaks at the Central Luzon Convention of Local Development Planners

The Global Green Growth Institute’s Maricor Muzones was invited to the 8th Regional Convention of the League of Local Planners and Development Coordinators of the Philippines Inc. (LLPDCPI) – Central Luzon last April 11 to speak about GGGI’s initiative on mainstreaming green growth in development planning last April 10 to 12, 2018. The three-day event was attended by local planners from the seven provinces of the region which includes Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, and Zambales.   Other presentations also included the Pampanga River Basin Master Plan and a mentoring session on environmental scanning.

The sharing of the GGGI experience on mainstreaming green growth in development planning highlighted the challenges and opportunities confronted by local government units, with Bataan for energy planning as one of the two pilot province under the initiative – the other being Mindanao’s Province of Dinagat Islands in Region 13 for tourism development planning.  Implementation of Training Modules to pilot-test the Green Growth Planning Toolkit which was developed under the project offers information on green growth as a concept,  approach and outcomes; features some good practices in the areas of energy, tourism and MSME development; and provides a step-by-step approach to hoThe inw green growth is mainstreamed at various entry points along the planning stage.   Seeking to integrate the three pillars of economic growth, environmental sustainability and social inclusion, green growth supports the operationalization of sustainable development and offers tangible measures emphasizing the use of tools and methodologies for an evidence-based planning and policy formulation.

Building on the Government’s Provincial/ Local Planning and Expenditure Management Guidelines among others, the GGGI initiative in partnership with the National Economic and Development Authority (NEDA) works with stakeholders at the national, regional and local (provincial and municipal) levels to emphasize the adoption of a green growth lens in development planning which in turn supports identification of green development projects and promotes green investments.

At the end of the session, the LLPDCPI expressed their gratitude for GGGI’s support to efforts towards institutionalizing green growth tools in local development planning.  Ms. Muzones is the Project Lead of the Mainstreaming Green Growth in Development Planning Project. The initiative also offers support to the Bureau of the Micro, Small and Medium-Sized Enterprises of the Department of Trade and Industry (DTI) in mainstreaming green growth in the localization of the MSMED Plan 2017-2022.

Ms. Muzones will also speak on GGGI experience on mainstreaming green growth in development planning during the National Convention of the League of Local Planners and Development Coordinators of the Philippines Inc. to be held in Butuan City from June 18 to 22, 2018.

 

 

 

About the Project

The Mainstreaming Green Growth in Development Planning Project provides support to NEDA, as the lead planning agency in the localization of the Long Term Vision 2040 by mainstreaming green growth in national and local development plans, and enhancing the capacity of LGUs in development planning using green growth lens.  The overall objective is to promote climate resilience and inclusive growth through the institutionalization of green growth tools and guidelines in the national and local development planning processes of the country.

The project has 3 components: a) Preparation of a Green Growth Toolkit for Development Planning; b) Capacity Building; and c) Pilot-Testing of the Green Growth Toolkit for development planning in the selected sectoral or thematic plans of the pilot LGUs/NGA.
