GGGI Fiji Holds NDC Roadmapping Workshop

As part of GGGI’s support for the development of Fiji’s NDC Implementation Roadmap, a workshop on NDC roadmapping methodology was held in Suva on Dec 7, 2017.  The half-day training class was based on the NDC Development and Methodology Guidelines developed by GGGI to accompany Fiji’s NDC Implementation Roadmap. The training workshop included participants from Fiji’s Ministry of Economy, Department of Energy, Ministry of Infrastructure and Transport Policy and Planning Unit, and the Fiji Revenue & Customs Service.

Fiji’s NDC Implementation Roadmap was launched in November of this year at the COP23 in Bonn, Germany, and defines a pathway for achieving Fiji’s target of 30% reduction in greenhouse gas emissions under its Nationally Defined Contribution (NDC) to the Paris Agreement.  The roadmap outlines a course of action aimed at achieving 100% renewable energy, lays out concrete measures for emissions reductions through energy efficiency economy-wide, and defines the capacity building, institutional arrangements and financing needs to achieve the NDC.

As the country embarks on implementing the roadmap, it is critical that all stakeholders are included in carrying out actions, tracking and measuring progress towards the targets, and adapting the roadmap as needed to adjust to changing conditions.  To this end, participants in the workshop learned about the process for developing the roadmap and implementation actions, including information gathering and consultation, analysis and assessment, stakeholder engagement, and communication of goals and plans.

The training also covered specific processes used to develop plans for the energy sub-sectors of electricity generation, demand-side energy efficiency, and transport.  As a hands-on activity, participants identified short-term roadmap actions in their areas of expertise, defined the data gathering needs for monitoring and tracking, and came up with possible incentives that could be put in place to facilitate the identified actions.   Activities and presentations were strongly aligned with the national context of Fiji’s energy sector and national commitments for mitigation.

As a follow-on to the workshop, GGGI will continue working with the Ministry of Economy’s Climate Change Division to pursue further communication and implementation of the NDC Implementation Roadmap.
