GGGI’s engagement with the Royal Government of Cambodia (RGC) began in 2011 with assessing green growth opportunities across sectors and advising on the institutional reforms and national policies required for achieving improved development outcomes. In 2012-2013, GGGI supported the RGC with adopting the National Policy and Strategic Plan on Green Growth 2013-2030, and establishing the national governance structures for the coordination of green growth sector strategies and actions. In 2015, GGGI established a country office in Cambodia, embedded with the National Council for Sustainable Development (NCSD), Ministry of Environment (MoE). In 2017, GGGI established a second office in the Ministry of Interior (MOI) as the MOI is an implementation partner in the second phase of the Green Urban Development Program.
Cambodia’s impressive economic growth over the past decade has been largely driven by agriculture, tourism, garment exports, real estate and construction. Economic development has resulted in significant population growth, particularly in urban centers. Enhancing major cities’ infrastructure is one of the top priorities for the RGC as indicated in its Rectangular Strategy and National Strategic Development Plan 2014-2018. Cambodia’s urban population accounts for around 21% of the total population of 15 million – compared to 16% in 1990. The urban sector accounts for around half of Cambodia’s GNI, and urban development is contributing to job creation and poverty reduction.
Since 2015, GGGI’s work in Cambodia is centered around the Green Urban Development Program, which responds to the emerging urbanization challenge. The objective of the program is to support green city planning by diffusing green growth concept and instruments as well as to assist in the development of bankable green city projects that result in climate change resilience and improved livelihoods for Cambodia’s urban poor. The first phase of the program was completed in 2016 and was designed to assist Phnom Penh, the capital city of Cambodia, with the development of a green city strategic plan. This strategic plan will support the capital to adapt to climate change, curb emissions growth and enable the urban economy to develop as an engine of inclusive growth. The program’s ongoing work aim to scale-up program activities to secondary cities in its second phase (2017-2018).
In addition, from 2017, GGGI commenced a new program to support national level policy planning for growth, in partnership with the Ministry of Economy and Finance, Ministry of Planning and NCSD. Through this program, GGGI is assisting the RGC to incorporate green growth policy priorities into the next phase of the RGC’s 5-year development plan, known as the Rectangular Strategy and National Strategic Development Plan (NSDP) for the period 2019 to 2023. Based on a national level assessment of relevant green growth issues and sectors, GGGI will provide technical assistance to improve coherence at the national level planning process. GGGI will seek to ensure Cambodia’s commitments under the Sustainable Development Goals and Nationally Determined Contribution to the UNFCCC are fully integrated into Cambodia’s 5-year national development plan.
